He was a Full-Professor of Public Administration at MBA School, Henan University of Economics and Law, China and the Secretary General of the Political Science Association of Kasetsart University, Thailand. This journal has published 500 papers in one issue....Is this O.K?

My paper accepeted ini Res Militaris journal, but must to pay 7.20 Uero or USA $900, for APC.
That is hight price for APC. What is true or fake,? Or scammer?
