Top tips on identifying citation misconduct

Top tips on identifying citation misconduct

January 25, 2024

By Eleanne van Vliet, Angela Welch

As the practice of falsely inflating citations grows, so does the importance of recognizing relevant hallmarks throughout the peer review process.

Citations are a hot commodity in the research community and, as with most aspects of human activity, they have their more unscrupulous (unethical) side. Given the power that citations can bring, it’s hardly surprising that some actors resort to dubious (and occasionally blatantly fraudulent) means of inflating their citation count. You might have noticed an increase in questionable citation practice coming across your own desk. Perhaps there have been more instances of reviewers “suggesting” that (unrelated) references be made to their work amongst their other feedback to authors. Or perhaps, just before the final publication approval, the author has added excessive and unsolicited citations in their revised manuscript.

You might think that this is a “victimless” behavior, but that’s not so alas. Requesting or adding citations for self-promotion is a violation of publication ethics. In the worst-case scenario, a journal’s indexation may be placed in jeopardy, which could have an adverse effect on the number and quality of future submissions. Similarly, an editor involved in citation coercion may be asked to step down from their editorial responsibilities (note this guidance from COPE) It is therefore very much in the journal’s interest that you are aware of the nature of this problem – and stay alert for such practices. Read on for our Internal Scientific Editors’ top tips for identifying and handling different types of citation manipulation at each stage in the peer review process.

  1. Self-citation. When a manuscript comes to you for review, you might notice an excessive number of self- or co-authored articles in the reference list, and you may have used the (new) Reference Analyzer to assist you in identifying such cases (NB it has a filter for easily identifying self-citations). These could be warning signs that the author(s) are trying to inflate their own citations. As an editor, you may decide to continue handling the paper if it’s within the scope and general criteria you’re looking for; in this case, we recommend you proceed with a watchful eye for any other ethical hallmark(s). At the time peer review comments are provided, it is important that you ask the author(s) to revisit their list of references to ensure it is representative of the latest research on the topic, and request justification of any self-citations. Self-citation might be simply a case of an inexperienced researcher trying to inflate their career or could be a warning sign of more serious misconduct. Let’s consider this potential as we delve into the next technique used to inflate citations. Top tip: You can use the “referenced authors” tab in the “Find Reviewers” tool to look for potential signs of citation misconduct including “author”, “published together in the last 5 years”, “same country”.

  2. Citation stacking. If during the review process of a manuscript, you note excessive citations suggested by reviewers, all related to a particular group of authors or journal(s), you have encountered some of the hallmark signs of a citation ring or even a larger scale paper mill (see Elsevier’s three-part miniseries: “paper mills: see the wood through the trees”). How should you approach such a case? If you become aware of such an instance of unreasonable suggestions for additional citations, you can play a critical role as an editor to prevent such coercive citation manipulation. You should alert the author(s) that citations not contributing to the scientific content of the manuscript should not be included as a condition for publication (see these guidelines from COPE. Additionally, we encourage you to send an ad-hoc email to the referee(s) within Editorial Manager to remind them that reference recommendations must point to a specific section of the paper and contain a justification as to why that source should be considered. If you suspect a larger citation ring or paper mill operation, contact your Publisher to discuss whether a more formal investigation should be initiated.

  3. Citation stuffing (en masse). What if you find authors themselves inflating the reference list between the original and revised versions of the manuscript, independent of relevance or recommended requirements? Adding copious citations at this late stage of the peer review process, especially if not requested during revisions, might be a warning sign of a larger citation/publication ring or paper mill. The authors must provide sound justification for any additional citations and remove any unapproved additional references from the final submitted manuscript.

We hope that the above guide helps you recognize the hallmarks of citation manipulation throughout the review process and offers some useful tips on handling this behavior. Stay tuned for more on this topic!

However, the new domain and web site states that the journal is run by the "Science Research Society" which has two contact emails. They are info.turcomat@gmail.com (fot submission now) and "Support Contact" editor@turcomat.org. Good luck getting a response to your email if you have a question or problem.

APC: USD 300 - “Processing Charges: The Turkish Journal of Computer and Mathematics Education (TURCOMAT) is a fully open access journal. The published articles will be freely available to the journal's Website.” Authors should also note that when they transfer their $300 USD it is being converted into Indian Rupee which also has an 18% GST inside the $300. The conversion amount from dollar to Rupee will be around 22,300.

APC UPDATE 2021.08.31 - TURCOMAT is now sending a payment link to another Indian payment portal called "RazorPay". When you click on the link, it says to make payment to 'IJIEMR", which after 3 emails to the journal, was stated to be TURCOMAT's "payment monitoring company" (whatever that is).

They also dropped their APC from $300 to $100.

"Dear Author, Ijiemr is a payment monitoring company. You can pay through Razorpay . Thank you."

An Approach for Secure Product Traceability in Food Supply Chain Based on Blockchain

Pre-Service Teachers’ Soft Skills and Achievement

ASEAN Open Sky Policy and Air Freedom Rights from the Perspective of Defense Strategy and the Airspace Sovereignty

AJR comments: Very quick from submission to acceptance. In April 2021 we noted a greater divergence in the types of articles being published from Physiotherapists to Transportation Services, and their obvious transition to a ‘multidisciplinary’ journal. This journal has also changed their mission and web URL domain from ‘dergipark’ to TURCOMAT. The journal is also using two Word templates for their papers. One that is on their website that the author must download and use for submission, and another version sent with their acceptance emails. Emails to the journal asking for clarification have gone unansweredTherefore, we send the final proof back using both versions. Also, we wonder how the SCOPUS CSAB RADAR is going to view these name and domain changes. The blind review process is integrated into the acceptance letter. See the following screen capture which looks exactly like that used for Psychology and Education.

Over time, the quality of the processing of papers and total disregard for author communications has gotten to an untenable point. I am now aware of two papers which were accepted and paid for although 2 months later, they have still not been published online and all emails go unanswered as to why. Same is true for other authors who have had papers published but their names were not properly formatted (This is quite common with this journal) and university information missing. Emails to correct these numerous mistakes also go unanswered.

However, please be reminded that acceptance emails say papers will be online within 15 days (good luck with that). Also, papers are no longer assigned tracking numbers and payment is never acknowledged even when a request is made to do so. However, some papers do get published, but in a very hap-hazard way. The only bright light with this journal is they are still being included in Scopus, the APC is relatively cheap at $300, and acceptance is quick. However, I suspect the clock is ticking on their Scopus inclusion...

Also, be aware of scam emails representing TURCOMAT (so they say). Please see my discussion about this.

Bottom line: Submission, acceptance and payment is quick. Significant problems from the past about getting papers online seems to have been resolved (2021.09.01).

On 2021.08.23 Dr. Mohit Angurala was still being listed as EIC on TURCOMAT's website. However,  his earlier email says he quit and has "no connection" (see above screen capture).

Also, don't be confused if  you are sent a link to pay your $100 APC to something called IJIEMR. According to a TURCOMAT  email this is their payment management people...
